QUESTIONS FROM HIGH COUNTRY NEWS

1. What is a success or something to celebrate within your division or MD that you as a councillor would like to build upon?


Over the years, residents have achieved significant milestones, including securing fiber-optics internet, reducing monthly water charges, organizing community events, initiating Firesmart projects, and enhancing the beauty of our community. I would build upon supporting their continuous dedication as they are a vital part of the success of our community. 

As your Councillor, I would commit to providing on-going support to residents, volunteers, associations, groups, and small business owners by assisting in strategic planning, accessing grants, and exploring other funding opportunities that align with goals that enhance the well-being of our residents. I would also ensure the work of volunteers is recognized and celebrated. 


2. What are the top concerns you hear from residents in your division? a. Of these concerns, what do you see as the top 2 priorities you would represent?


  • There is a lack of transparency and co-operation
  • Resident’s concerns are not being adequately addressed
  • Change is needed 


The role and responsibility of council is to effectively address residents’ concerns in a timely manner. I believe truth, transparency and effective conversations are the key to restoring trust. As your representative, I will always be open and honest and act in the best interests of the residents, placing their needs and wants at the forefront of every decision. I will create a welcoming environment where all voices are heard, and solutions are explored and acted upon. I would ensure residents are aware of up-to-date information, and would co-operate to resolve issues head-on, focusing on finding practical, common-sense solutions. 


3. If you’re not elected, how will you continue to advocate for your community and division?


Regardless of the election outcome, I will continue to listen to residents to identify the root cause of issues, and collaborate to accomplish effective solutions. My commitment in creating positive change is not tied to holding office; however, results would be far timelier if I were elected.


4. Why do you believe you are the best candidate to represent your division? a. What qualities, skills, and past experience do you bring to the role of Councillor? 


As a no-nonsense practical person, I believe in common sense solutions. I will never turn down an opportunity to talk about issues as I believe communication is the key to success. Listening to residents and finding solutions builds trust, respect, and betterment of our community. My focus will be to achieve a win-win outcome whenever possible. As an accountant and former volunteer treasurer, I bring a set of skills that include meticulous attention to detail, adherence to ethical practices, and careful management of resources. I will take a proactive approach to ensure fiscal responsibility and logical spending as I am committed to applying these principles to ensure decisions are made with integrity and in the best interest of the taxpayer.

Short Bio:


Rita Bertwell is a financial accountant, certified production accountant, and a member the association of Certified Fraud Examiners. Along with a successful career in oil & gas, community service has always been a central part of her life as it reflects her core value of doing what is right.  She is also a kinship foster parent and believes all children are a gift that deserve care, attention and guidance.  Rita is running for Foothills County Division 4 Councillor as she is dedicated to creating a welcoming environment where transparency is the norm, support and co-operation are standard, and the well-being of residents is top priority. 


1. What do you think of current property tax levels and how would you deal with civic finances?


Foothills County’s average property tax for single-detached houses was placed highest in the region, yet Foothills County spends less per person than the provincial average.  Compared with other municipalities, Foothills County ranks lowest in investment in community organizations
and civic assets such as streets and water systems.  An important question to consider is Why are taxes high, yet spending and investment low?  I would deal with civic finances by ensuring budgets that determine property tax rates, are more inline with proven expenditures.


2. What do you think of the growth taking place and how would you address the housing situation?


Increases in housing in hamlets and suburban communities is necessary in creating a sustainable and economically viable municipality. Decisions made by council must bring improvements that enhance the quality of life of current residents, while preserving the natural beauty of rural
Alberta.  I would assure decisions made in growth for business and housing have a positive effect as to avoid a decline in resident’s property values and to avoid headlines such as “Odor complaints soar when catch basin not cleaned at Foothills feedlot.


3. Other than the above two issues, choose a topic of your choice and tell readers how you would address it.


My topic of choice is Foothills County Needs Change. Over the years, the quality of service from the current Division 4 council has steadily declined, leading to growing frustration among residents. Effective local government relies on genuine collaboration between councillors and the communities they serve.  True success in local leadership requires a dedicated representative who will actively advocate for essential services, public safety, and a sustainable environment to ensure that the needs and wants of residents remain the top priority.  Open, honest, and meaningful engagement is the foundation of a strong, connected, and thriving community.
